NOAH Property Management has a new CEO.

The company said it chose Chris Cloud as its new chief based on his experience as a leader who creates strong business cultures.

Cloud replaces Matt Foster, who has been the company’s CEO since its founding in 2023, according to a news release. Foster will continue his involvement on the owners’ board and will launch a sister company focused on affordability compliance.

“Chris has been involved in helping to build NOAH from the ground up,” Foster said in the news release. “He brings a background in organizational psychology, appreciative inquiry, industry knowledge, and building culture and systems to scale in his role guiding NOAH into its next chapter of growth and impact.”

With more than 2,800 homes under management and a significant opportunity for expansion across the region, Cloud will lead NOAH Property Management with a clear purpose: to prove that affordable housing can be both operationally excellent and deeply human, the release said. His mission is to strengthen the systems, leaders and culture that make long-term, resident-centered impact possible at scale.

A longtime Greenville resident, Cloud has a Master of Science in positive organization development and change from the Weatherhead School of Business at Case Western Reserve University in Cleveland.

Cloud joined NOAH Property Management in the fall of 2023 as a partner and chief people and process officer. Before that, he built a coaching and consulting practice helping leaders and organizations flourish, grounded in the conviction that when people grow, companies grow, according to the release. His work has supported executives and teams across industries as they designed cultures of clarity, accountability and purpose.

“Under Matt’s leadership, NOAH grew from a bold idea into a thriving organization with a strong culture, an innovative operational model, and thousands of households served,” Cloud said in the release. “I am committed to building on that foundation with continuity, care, and a continued focus on growing people, operational excellence and resident experience.”

The mission of NOAH Property Management is to provide economically mobilizing property management to multifamily assets in the Upstate.
