John Culbreath, PE

John Culbreath leads complex infrastructure and economic development projects as principal and regional director at Thomas & Hutton, a 550-plus employee engineering firm. Culbreath earned a Bachelor of Science in Civil Engineering from the University of South Carolina in 1999.

His leadership has been instrumental in delivering multiple award-winning initiatives that have shaped the state’s economic and infrastructure landscape. Culbreath guided the Camp Hall Industrial Commerce Park, ranked the nation’s top industrial park in 2025, and the $2 billion Scout Motors manufacturing facility in Blythewood, which created 4,000 jobs. The Volvo Car U.S. operations project earned national recognition and the state’s Palmetto Award, the highest honor for engineering excellence.

“Effectively integrating artificial intelligence into our work while maintaining the human element that defines civil engineering” represents the industry’s biggest challenge, Culbreath noted, emphasizing that “collaboration, creativity and teamwork are essential to the design process.”

Culbreath is a member of the American Society of Civil Engineers and the South Carolina Economic Developers’ Association.
